The established literature demonstrates the critical role of the policy mix in the formulation and implementation of government policies for industrial upgrading. However, existing studies mainly examine the policy mix from either a horizontal or a vertical coordination perspective; very few examine both dimensions. To gain further insights, the current study involves an analysis of how China's central government manages horizontal and vertical coordination to pursue upgrading in manufacturing industries on the basis of an ambidextrous policy mix perspective and a thorough examination of both the external attributes (i.e., policy level) and content (i.e., policy instruments and themes) of policy documents. This analysis reveals several viable policy implications in relation to China's manufacturing transformation. In particular, it finds that China's policy mix for achieving manufacturing upgrading is highly coordinated on both horizontal and vertical dimensions. Governments at all levels apply the same set of policy instruments; environmental instruments are the most frequently used, followed by supply- and demand-side instruments. The core policy topics within the manufacturing upgrading structure include innovation, industrial transformation, industrial agglomeration, demonstration projects and service-oriented manufacturing. Therefore, this study establishes recommendations for future policies, which should focus on reinforcing guidance regarding national policies, encouraging local governments to apply innovative policy tools and increasing the use of demand-side policy instruments.

In this paper, Pakistan's energy security performance based on a study of its energy security index during 1991-2018 is assessed. The assessment, based on an analysis of the energy security and energy policies of Pakistan, focuses on the concepts of "Availability", "Affordability", "Technology", "Governance", and "Environment". Twenty-two indicators, termed the Energy Security Indicators for Pakistan (ESIP), were selected. The ESIP were normalised using the z-score method and weighted based on principal component analysis (PCA). The index analysis revealed that Pakistan's energy security performance decreased between 1991 and 1999, followed by an increase until 2018. A maximum score of 8.36 was attained in 1991, and a minimum of 7.59 was achieved in 1999. During 2000-2018, the performance improved, resulting in a score of 8.29 in 2018. Supply, consumption, and import indicators played a key role in the energy security performance in the studied period.

Since its early days, stem cell research, particularly human embryonic stem cell research, has been the focus of intense social debate, and the question of the moral status of the embryo has been a central issue in the controversy. Despite this friction, and while it has yet to obtain widespread success in clinical applications, stem cell research remains a great hope for future advances in healthcare. In this paper, we will discuss the results of our systematic literature review in which we examined recent social science, legal and biomedical discourse, as well as Canadian print media discourse, associated with stem cell research in order to assess the role the question of the moral status of the embryo currently plays in these forums, and to identify what other issues are emerging and receiving attention. This analysis will assist with recognizing the issues which are likely to inform future policy and will facilitate forecasting the probable direction of the continually developing social discourse surrounding stem cell research.

Sustainable development has received increasing attention in recent literature, driven by increased environmental concerns. We study the influence of green initiatives and green performance on financial performance for the top 500 publicly traded companies in the USA by industry sector. Green initiatives are measured using the concepts Green Pay Link, Sustainability Themed Committee and Audit. Green performance is measured using Energy Productivity, Carbon Productivity, Water Productivity, Waste Productivity and Green Reputation. The results show that green initiatives have a negative impact on Energy Productivity and Green Reputation, and that both green initiatives and green performance have a significant impact on financial performance. These results are mixed and vary by industry sector. The results suggest that companies take a reactive, not proactive, approach in the implementation of green initiatives. In addition, the results suggest that the impact of green performance on financial performance is not immediate, and may take more than a year for companies to observe. The Amsterdam Red Light District is locally and internationally significant as one of the oldest venues for visible and legal urban prostitution. Internationally it is perceived as a free-for-all zone of entertainment, a kind of 'theme park' for adult fun. Locally the Red Light District is a controversial place that stirs debates on Dutch 'progressive' policies, the impact of cultural globalization and importantly, whether or not prostitution should be allowed to exist in this kind of visible format in Amsterdam's center. Recent urban planning changes in the area, instigated by City authorities, show the Red Light District is directly implicated in municipal gentrifying efforts, efforts that put at risk historic margins like the Red Light District. The paper introduces themes that will be discussed in depth by the special feature contributors: the red light district as a 'moral region', historical and legislative perspectives, political understanding and enactment of 'liberal' policies and municipal use of these concepts to self-brand, commercial and aesthetic character of the zone in view of the global sex industry, and the role of artists as cultural producers and marginal gentrifiers. This introductory paper to the special feature on the Red Light District of Amsterdam offers an overview of key perspectives on red light zones and specifically addresses how the Amsterdam Red Light District both fits, and is an exception to visible urban zones of prostitution.

Innovation has moved to the foreground in regional policy in the last decade. Concrete policies were shaped by "best practice models" derived from high-tech areas and well performing regions. These are often applied in a similar way across many types of regions. Here an attempt is made to show that there is no "ideal model" for innovation policy as innovation activities differ strongly between central, peripheral and old industrial areas. In this paper we analyse different types of regions with respect to their preconditions for innovation, networking and innovation barriers. A crítica acerca do pensamento comum sobre política é imprescindível ao se ponderar a interface estabelecida com os saberes acadêmicos, cuja constru??o se dá na incerteza das ciências, na interlocu??o dialética entre as convergências e divergências para a formula??o e/ou reformula??o de conceitos, além da constru??o de um possível campo de estudos para as políticas públicas e suas aplicabilidades. No ambito da promo??o da saúde, é imprescindível cultivar a perspectiva ampliada de que a área é transversal ao cerne das necessidades humanas, portanto, promovê-la atualmente pressup?e o entendimento acerca das políticas públicas, com seus embates e convergências constantes em busca de modelagens que possam atender as intangíveis demandas sociais. Nessa constru??o dual entre o senso comum e o bojo epistêmico, o estudo da política pública n?o está restrito a uma disciplina acadêmica, trazendo à tona o imperativo do entendimento da área como construtora do conhecimento acadêmico em múltiplas disciplinas. Pode-se comprovar essa premissa a partir do desafio que se mostra na apresenta??o de teorias, métodos e ferramentas únicos para o estudo da temática(1). Essa polariza??o ganha vultosa importancia pela urgência da tomada de decis?o por gestores públicos e reverbera sobre a atual conjuntura do ensino em saúde, especialmente no que tange à sua promo??o. Tem-se buscado a otimiza??o da “expertise” como aquela que se conforma sob os auspícios da "melhor evidência científica". Nessa lógica, se precisa-se de evidência científica para o ensino de um modo geral, pode-se construir um silogismo e pensar que para o ensino das políticas públicas, com o olhar na promo??o da saúde, esta premissa também seja viável. No entanto, os questionamentos sobre o ensino das políticas públicas emergem de formas avassaladoras, exigindo reflex?o sobre os conceitos inerentes à área e, a partir dessas cogita??es, posicionar-se sobre o que ensinar, como ensinar e quando ensinar. O ensino da promo??o da saúde exige discuss?o acerca das contradi??es dos contextos e as particularidades dos diversos territórios encontrados no país, tornando sua prática um desafio inerente às políticas públicas vigentes(2). Tentando aproximar-se dos discursos que se mostram t?o complexos e paradoxais e, ao mesmo tempo, transparentes e tangíveis, já n?o é suficiente discutir a pluralidade dos contextos deste país, mas, sim, dialogar com os cenários mundiais que avan?am na redu??o das iniquidades sociais(3).Oportuno trazer ao diálogo Pierre Bourdieu, que defende ser impossível separar os valores e as representa??es que temos dos ideais científicos, lembrando que n?o há escolhas desinteressadas. E, na perspectiva do conceito de campo, ele esclarece a presen?a do "campo de for?a", tal qual um "campo de lutas", que constrange os que nele est?o. Porém, é a partir da heterogeneidade inserida no campo que florescem convergências e que se constroem as suas bordas diferenciadoras, possibilitando outros possíveis encontros ideológicos(4-5). Nessa interpreta??o, deve-se diferenciar os estudos de política, ciência política, economia do bem-estar e administra??o pública. Mesmo sendo áreas afins que se encontram na intercess?o do interesse público, diferenciam-se nas suas bases e nos seus objetivos. Para isso, atenta-se ao fato de as políticas públicas exigirem a??es práticas, apresentadas como positivas, em contraposi??o à omiss?o, que ressoa na inércia como rea??o negativa à falta de proatividade(6). A partir dessa premissa, competências para a promo??o da saúde devem ser construídas na forma??o profissional, agregando conceitos de equidade, justi?a social, ética e autonomia individual na perspectiva multifacetada intrínseca ao campo da saúde coletiva(7). Ressalta-se que, se um grupo de atores sociais tem dificuldade para entender os conceitos que o cerca, dificilmente conseguirá construir ideias claras sobre as temáticas que demandam adensamento teórico e metodológico com vistas a subisidiar novas práticas que ressignifiquem os “cotidianos”. Ent?o, o campo plural das políticas públicas dá vaz?o aos subcampos: processo político, como a??o que exige esfor?o para o seu entendimento, devido o aspecto mutável e inconstante; análise de políticas, como necessidade teórica para a compreens?o mais acurada sobre as possibilidades que o campo pode trazer à baila; e avalia??o de políticas, como financiador dos acertos e desafios dos conceitos inerentes à temática, denotando a realidade experimentada, mas, nem por isso, vivenciada. Portanto os conceitos do processo político na promo??o da saúde, como apresentados, percorrem a temporalidade e podem ser concebidos na indaga??o: o que estamos fazendo?
